Biography[]
Briggs was born in Providence, Rhode Island, to an Irish family. Briggs became a drug dealer, dealing cocaine. During the 1980s, he became extremely influential in the New England drug trade, and had a cocaine laboratory in Newport. He became known as the most dangerous dealer east of Providence. In 1996, the RIPD attempted to capture him in an undercover operation, but their officer Joe Swanson was paralyzed by Briggs in his lab, but on November 18, 2012, he was captured by the police.
A week later, he escaped from prison; his escape was shown first on Telemundo. Swanson's friends Peter Griffin (a former associate of the Patriarca crime family, Glenn Quagmire, and Adam West offered to help him in finding him, tracing him to Atlantic City Gentleman's Club. He lived at 2820 Ocean Boulevard in Atlantic City, found out by Quagmire when a hooker at the club tipped him off. The posse chased him over the rooftops, but he escaped. Afterwards, the NJPD arrested all of them for interfering with the case, but they were working for Briggs, who corrupted them with money. Swanson found out that they were corrupt when he saw Officer Flannigan's name-tag, since he was under investigation for corruption. Glenn Quagmire freed them with a Swiss Army Knife and they drove off in a police car, chasing Briggs.
Briggs tried to flee to Ciudad Juarez, across the border in Mexico, so the posse headed to the Atlantic City International Airport, flying to El Paso. They chased him down to the border, where Briggs was heading. They awaited him at the border, where Briggs drove in his blue sedan, identified during a traffic check. They chased him, and he jumped in the Rio Grande, with Swanson following him. They reached the Mexican border after a fistfight, and Swanson shot him in both of his knees. Briggs died because the bullets severed an artery, and the posse kicked him into the river and into Mexico.
