Pavelov was born in the Soviet Union of Georgian ancestry, since he was born in the Caucasian SSR. Pavelov grew up in a poor family, since his father was killed in World War II two years after he was born, and his mother was a partisan who was also killed. Pavelov was raised an orphan, living alone, and learning to become tough. He used this to his advantage when he joined the Russian Mafia, and in 1988, he moved to America. He joined the Rascalov Family under Dimitri Rascalov, and he became the Underboss of the family. Pavelov was responsible for several mob murders, so Bulgarin Underboss Alexei Petrov was sent to murder him under orders from Ray Bulgarin.
A squad of Bulgarin hitmen waited outside of Frenchy's Tavern as Petrov met with Pavelov. Petrov talked for ten minutes, before inviting Pavelov to a talk in his car. As they exited, the hitmen pressed a button on him, and Pavelov died. His body was driven to the East Borough Bridge and dumped off, after being stripped of his money, weapons, and ammunition.
