The Sandman
The Sandman's Cartel are an Afro-Latin drug cartel based on Lobster's Cay, a large island off the coast of Miami. They were at first enemies with the Montana Cartel, but allied, with the Sandman's supply and the Montana storehouses combining making a formidable team against the Sosa Cartel.
History[]
The Sandman created an empire on Lobster's Cay, owning the island; nobody did anything without his word. There was no police, only gangsters. The Sandman allied with Tony Montana, the leader of the Montana Cartel who was not an easy target and the strongest cartel leader in Miami. Montana did some work for him, taking a man's daughter back from being a hostage from the Contreras, who had 20 men there.
