Zhou Yao was a Chinese-American Triad who was a member of the San Francisco Triads' Mountain Cloud Boys set. Zhou Yao was made a Capo of the MCB, and was in charge of the Calton Heights territory. Grove Street Families leader Carl Johnson, a close ally and friend of Wu Zi Mu, killed all of the Triads in a turf war, taking over Calton Heights, and Zhou Yao was among the corpses.
